We're Anna and Tetiana, a mother and daughter who host fourteen homes on Galveston Island. Guests ask us this question more than almost any other, usually in the form of "we want to fish but we don't want to book a charter." You don't have to. Galveston is one of the easiest places on the Gulf to catch a fish with your feet on something solid - two piers on the Seawall, a bay pier on Pelican Island, a five-mile rock dike across the bay, a state park where the license requirement is waived, and miles of surf that costs nothing at all.
Everything below was checked against the source it comes from in September 2026 - Texas Parks and Wildlife for licenses and limits, the piers' and cities' own pages for prices. Fees change, so use the links; the ones we have given go straight to the page that sets the number.
Do I need a fishing license to fish from shore in Galveston?
Yes, if you are 17 or older - and that includes fishing from a pier, off the rocks, or standing in the surf in front of your rental. Texas does not have a blanket pier exemption. The license year runs 1 September through 31 August, so a license bought now carries you to 31 August 2027, and saltwater packages include the red drum and spotted seatrout tags you need if you ever land an oversized fish.
Texas fishing license prices for the 2026-2027 license year, from the TPWD Outdoor Annual. Bought online there is a $5 administrative fee; the roughly 1,700 retailers that sell licenses - Galveston bait shops and the big sporting goods stores among them - do not add it.

Do the arithmetic before you buy the one-day. For a visiting couple fishing three days, two non-resident annuals at $68 cost less than two people buying three one-day licenses, and the annual is still good next summer. For one afternoon off a pier with the kids, the one-day wins easily - and the kids need nothing.
The one place you can fish with no license at all
Galveston Island State Park, on the West End at 14901 FM 3005. Texas waives the license and stamp requirement for anyone fishing inside a state park, and TPWD is explicit that this covers wade fishing in the surf and fishing from the bank or a pier at coastal parks, not just ponds. The park has both a Gulf side and a bay side, plus fish-cleaning stations and kayak launches. Entry is $5 per adult per day and children 12 and under are free. Every other rule still applies - bag limits, size limits, the flounder closure - only the license is waived.
For a family with one adult who fishes and three who mostly watch, $5 a head at the state park is the cheapest fishing day on the island, and nobody has to stand in line for a license first.
Where can you fish in Galveston without a boat?
Six options, and they are genuinely different fisheries - Gulf water off the Seawall piers, ship-channel water at Seawolf, bay water off the dike and the state park. Prices below are the ones each operator publishes.

Two things that table cannot say for you. First, the Pleasure Pier is not a fishing pier - its own visitor information states that fishing is not permitted anywhere on it. People turn up with rods every summer and are turned away; the fishing piers are at 61st and 9001 Seawall. Second, the guarded family beaches are not fishing beaches. The Park Board's own rules for East Beach put fishing on the south jetty and east of the park, not among the swimmers, and the same common sense applies at Stewart Beach - read the park rules and, if in doubt, ask the beach patrol before you cast. The free surf fishing everyone means is the unguarded West End, where there is no lifeguard tower and nobody swimming inside your line.
If you have never surf fished before, go at first light on a weekday, walk fifteen minutes west of the nearest beach access, and keep your rod tip high. Half the people who tell us they caught nothing were fishing at two in the afternoon next to a hundred swimmers.
What can you catch from shore in Galveston, and what are the limits?
Bring a tape measure. Texas size limits are real, they are enforced by game wardens who work the piers and the dike, and two of the four fish you are most likely to catch have a maximum length as well as a minimum - a big redfish or a big trout has to go back unless you burn one of your annual tags on it.

The flounder closure catches people out every year. From 1 November to 14 December the daily bag is zero statewide - that is the fall run being protected while the fish move offshore to spawn - so if you are booking a November trip around flounder, book it for late December instead. Everything else on that list is open.
Is Rollover Pass still a fishing spot?
No, and this one deserves a straight answer because guests still drive an hour to Bolivar looking for it. The Texas General Land Office closed and filled Rollover Pass in 2019. A replacement was funded and broke ground in March 2025: a 1,000-foot lighted, accessible pier on the Gulf side with a bait shop, a fish-cleaning station and a parking lot. The original target was July 2026, then Hurricane Beryl damage pushed the schedule back and the contract was extended to late December 2026. It had not opened when we published this. If your trip depends on it, check before you drive - and in the meantime the dike and Seawolf do the same job.
What gear do you need if you're flying in?
Less than you think, because both Seawall piers rent rods and sell bait on site. For a surf or canal session you are buying, not renting, so keep it short:
- A 7 to 9 foot rod for the surf, or anything light for the canals and the bay. Pier rentals cover you if you only want one afternoon.
- Frozen or live shrimp and a few 2-3 oz pyramid sinkers. Every bait shop on the island stocks both, and most sell licenses too.
- A tape measure and long-nose pliers. The measure keeps you legal; the pliers get a hook out of a hardhead catfish without a trip to the clinic.
- A cooler with ice, because the fish you keep has to stay cold, and because nothing you catch belongs on a kitchen counter in August.
- A stringer or a fish bag if you plan to walk any distance from the car.

Which Galveston rentals actually suit a fishing trip?
Three of ours, for three different kinds of fishing, and we'll be specific about what each one does and doesn't give you.
[Tiki Retreat](/properties/tiki-retreat) is the fishing house. It is canal-front in Sea Isle on the West End, with a fish-cleaning station, a tandem fishing kayak, trailer parking, and a bulkhead you can fish or tie a boat along. The Sea Isle neighbourhood has a full-service marina and a private fishing pier, and a canal-front restaurant for the evening. One honest caveat: the private boat ramp is where the owner keeps his own boat, so guests cannot launch or store a boat there - bring a vessel and you tie it along the bulkhead instead. It sleeps 10, takes one dog up to 30 lb, and the community pool needs a $100 weekly pass from the neighbourhood office between May and September.
[Teresa's Beach House](/properties/teresa) puts you on the East End in gated Grand Beach, with the beach bridge across the road - which means surf fishing at dawn and back for breakfast, and the South Jetty a short drive east. It sleeps 13, so it works for a group where three people fish and ten do not.
[The Top-Floor Condo at Pointe West](/properties/topfloor-condo-pointe-west-resort-baygulf-views) sits where the Gulf meets West Bay at the far west end, next to undeveloped wetlands and within walking distance of fishing and kayaking water on the bay side. It sleeps 8 and has an elevator. Note that the resort's pools, hot tub and private beach access need a wristband bought separately at the Pointe West front desk - $25 per person for everyone aged 4 and up, once for the whole stay, non-refundable. When is Galveston the wrong plan for a fishing trip?
Four cases where we would rather you knew now than found out standing on a pier:
- You want flounder in November. Six weeks of the year, 1 November to 14 December, the answer is legally no. Come in late December or in October.
- You are chasing clear water and offshore species. Kingfish, snapper and anything that needs a run to blue water means a charter and a boat. Our water is brown for reasons of geography, which we explain in why the water is brown in Galveston.
- A front is coming through. A hard north wind empties the bay and flattens the bite for a day or two. Watch the forecast, and have the aquarium or the Strand as a plan B - our list is in the best things to do in Galveston.
- You are bringing your own boat and expect a ramp at the house. Only Tiki Retreat is on the water at all, and its ramp is not available to guests. Public ramps at the dike and the state park are your answer.
And the flip side. If you want to walk out of a house at six in the morning, fish until the coffee runs out and be back before the rest of the family is awake, this island does that better than anywhere else within an hour of Houston. Do you need a fishing license to fish off a pier in Galveston?+
Yes. Anyone 17 or older needs a Texas saltwater fishing license to fish from a pier, from the rocks, or in the surf - Texas has no general pier exemption. A Resident All-Water Package is $40 and a Non-resident All-Water Package is $68 for the 2026-2027 license year, and one-day all-water licenses are $11 for residents and $16 for non-residents. Anglers under 17 need nothing, and neither do Texas residents born before 1 January 1931.
Where can you fish in Galveston for free?+
The surf along the unguarded West End beaches, the South Jetty at the east end of East Beach, and the Texas City Dike on winter days and summer weekdays - all free, though you still need a license. Can you fish off the Pleasure Pier in Galveston?+
No. The Galveston Island Historic Pleasure Pier is an amusement pier and its own visitor information states that fishing is not permitted anywhere on it. The two piers you can fish from on the Seawall are the 61st Street Fishing Pier at 6101 Seawall Boulevard and the Galveston Fishing Pier at 9001 Seawall Boulevard.
What fish can you catch from shore in Galveston?+
Redfish, speckled trout, black drum and flounder are the four that matter, plus sheepshead around pier pilings and rocks, and hardhead catfish you will throw back all day. Limits for the 2026-2027 license year: three redfish at 20-28 inches, three speckled trout at 15-20 inches, five black drum at 14-30 inches, and five flounder at 15 inches minimum - except from 1 November to 14 December, when flounder is closed statewide and the bag limit is zero.
Is Rollover Pass open for fishing again?+
Not yet. The Texas General Land Office filled the pass in 2019 and broke ground in March 2025 on a replacement: a 1,000-foot lighted, accessible Gulf-side pier with a bait shop and fish-cleaning station. The July 2026 target slipped after Hurricane Beryl damage and the construction contract was extended into late December 2026.
