We're Anna and Tetiana, a mother and daughter who host fourteen homes on the island, and golf cart rental in Galveston is one of the two or three questions we answer every single week in season. It is also the question people get the worst information about - half of what circulates in Facebook groups is either out of date or was true in a different Texas town.
So here is the sourced version. What the ordinance says, what the paperwork actually requires, what the island's rental companies published for this season, where the sand rule bites, and - the part a rental company will never tell you - whether a cart is worth the money at the house you booked. We don't rent carts and we don't take a cut from anyone who does, so we have no reason to talk you into one.
Can you legally drive a golf cart in Galveston?
On many streets, yes. Golf carts on the island are governed by City of Galveston Ordinance 10-028, written into Chapter 34, Article IX of the city's traffic code. The code defines the streets a cart may use, and the test has three parts. A street qualifies if it:
- has a posted speed limit of 35 mph or less;
- carries no more than two lanes of traffic per direction; and
- is not part of the state or federal highway system.
Section 34-202 then names what's off limits. Carts may not be driven on any street posted above 35 mph, on Avenue O between 53rd and 15th, on Avenue P between 19th and 53rd, or on state highways - the code calls out the Pelican Island Causeway by name. Sidewalks are never allowed at any time, and a cart cannot tow a trailer, a boat, a jet ski or a person on a public street.
One rule saves a lot of trips: under section 34-207(d), a cart legally on a permitted street may cross an excluded street, it just can't drive along it. That's how West End neighborhoods work in practice - you cross FM 3005 at a light to reach the beach side, rather than riding down it.

Jamaica Beach is its own city, not part of Galveston, and it runs its own golf cart ordinance 2021-01 with its own speed limits. If your cart crosses that line, the rules change with it.
Do I need to register a golf cart in Galveston?
Every cart driven on city streets does. The city's golf cart registration page sets out the current requirements, and they are stricter than the ones people remember from a decade ago. Since 1 October 2021 a permitted cart needs registration, a license plate, seat belts and an inspection - the completed inspection form goes in with the application. Registration runs $25 a year for residents and $150 a year for commercial rental operators. The license plate itself comes from the Galveston County tax assessor-collector, not the city. Carts operated exclusively inside a master-planned community are exempt from the plate under state law.
There is also a geographic split most visitors never hear about. The city issues two kinds of permit: one for operation east of 103rd Street, one for west of it. East-end carts need extra safety equipment - turn signals, a horn, brake lights and seat belts on top of the baseline headlamps, tail lamps, reflectors, parking brake, mirrors and slow-moving-vehicle triangle. A cart registered for the west end may not be driven east of 103rd Street. A cart registered east may go anywhere permitted.
What does it cost to rent a golf cart in Galveston?
Published rates for the 2026 season run roughly $165-$210 a day for a street-legal cart, with weekly rates that work out far cheaper per day. Most companies are based on the West End and deliver to the house. Two things about the fine print. A "day" is often not 24 hours - one operator's day starts at 1 pm and ends at 11 am the next morning, which is 22 hours and lines up neatly with rental-house check-in. And the deposit rules tighten around holidays: the same company wants 24 hours' notice to refund a deposit normally, 72 hours over holidays and special event weekends. Can you drive a golf cart on the beach in Galveston?
Only on beaches that are open to motor vehicles - and in practice, your rental contract probably says no anyway.
The legal chain is simple. Texas law defines a golf cart as a motor vehicle, so the city's FAQ is blunt about the consequence: carts "can only operate on beaches that allow motor vehicles." That rules out Stewart Beach, Grand Beach and the pocket beaches along the Seawall. Drive-on beaches - East Beach and the West Beach access points off FM 3005 - are legally open to a cart, and state law agrees, permitting golf carts on a public or private beach open to vehicular traffic. Then comes the practical part. Rental agreements on this island generally forbid sand outright, and the operators mean it - soft sand strands a cart in about four feet, salt spray destroys the running gear, and a recovery bill lands on the renter. We have watched this happen from a deck more than once. Treat the cart as a way to get to the beach access, not onto the sand.
Who can drive a golf cart, and what are the passenger rules?
The city's answer is short: only licensed drivers, and every traffic law that applies to a car applies to a cart. Rental companies stack their own conditions on top - one requires drivers to be 21 or older with a valid license and their own auto insurance. The rest of the rules, from the ordinance itself:
- Seating capacity is a hard limit. Everyone rides in a manufacturer-designed seat and stays seated while the cart is moving. No standing on the back, no laps.
- Children under seven must be restrained either by an adult or by a seat belt. Over seven, seat belts are required east of 103rd Street.
- Stay in the right lane. Commercial carts carry a sticker saying so, and on a 35 mph road with real traffic it's the only sane place to be.
- DWI and open container laws apply in full. A golf cart is a motor vehicle in Texas, so a beer in the cup holder on the way back from dinner is the same offence it would be in a car. This is the one that catches vacationers.
- No towing anything - trailers, boats, jet skis, or a kid on a boogie board.
- Fines: up to $50 for registration violations, up to $200 for breaking the towing or passenger rules, on top of any ordinary traffic ticket.
Worth knowing if you're shopping: a low-speed vehicle (LSV) is a different animal from a golf cart. An LSV tops out higher, is titled, registered and insured like a car, and is street-legal on the same 35 mph roads without the golf cart permit dance. Some rental fleets are LSVs rather than carts. Either way the road rules you'll actually feel are the same.
Is a golf cart worth it where you're staying?
This is the part we care about, because a cart costs real money and about half the guests who ask us don't need one. It comes down to which end of the island you booked.

When a golf cart is the wrong call
We'd rather you skip it than resent it:
- You're here two nights. A day rate plus delivery, for a cart that sits under the house while you sleep off the drive, is money that buys a very good dinner instead.
- Everyone in the group is under 21. The rental companies won't hand over the keys, and the person who signs is on the hook for the whole cart.
- You have a baby or a toddler in a car seat. Car seats do not install in a golf cart. Under-sevens have to be held or belted, which is not the same as safe on a 35 mph road.
- Rain is in the forecast. Carts are open. A wet norther in October or a Gulf squall in July turns the fun vehicle into the thing parked under the house all week, non-refundable.
- You booked on the East End and want to see the Strand, Moody Gardens and Pleasure Pier. That's a car trip. Broadway and 61st are closed to carts, so the cart can't do the island's main crosstown runs.
- You were planning to drive it on the sand. See above - legally limited, contractually forbidden, and expensive when it goes wrong.
